Under the Regulation on the method and procedure of waste management from construction and demolition from October 30th 2023, the methods and procedures for managing waste generated during the construction or demolition of buildings are prescribed.

Legal Obligation
According to Article 26, paragraph 1, item 1 of the Law on Waste Management (“Official Gazette of RS”, Nos. 36/2009, 88/2010, 14/2016, 95/2018 – other law, and 35/2023), waste producers who annually generate more than:
- 100 tons of non-hazardous waste, or
- 200 kilograms of hazardous waste
are required to develop a Waste Management Plan.
Construction and Demolition Waste Management Plan
This document includes all the necessary steps for efficient management of waste generated during construction activities and is mandatory for facilities classified as categories B, V, and G.
The Construction and Demolition Waste Management Plan includes:
- Identification of waste types to be generated
- Estimation of waste quantities
- Proposed methods for reduction, recycling, and treatment of waste
- Measures for environmental and human health protection
Approval Procedure
Along with requests for:
- Construction permit
- Permit for execution of works (preparatory, temporary, or main)
- Permit for demolition of a structure
The competent authority shall issue a decision within 30 days from the date of submission of the complete documentation.
